Looking for ways to fund U.S. transportation infrastructure, the Senate has passed legislation that would dramatically reduce the dividends the FRB may pay to members with over $1 billion in assets.  Banks would likely exit the FRB if possible and/or reduce reserve holdings where they can to deploy stock now held in the FRB (approximately $28 billion) for other, more profitable, and riskier purposes.
