A Democratic Member of the House, Rep. Mike Capuano (D-MA) has introduced an approach to too big to fail (TBTF) seeking to recapture the subsidy many believe the largest banking organizations enjoy. There is currently considerable debate over whether in fact any such subsidy exists, but Congress has charged the General Accountability Office with assessing it and, if a subsidy is found, coming up with a number. This bill might be one approach to recapturing any such subsidy finding, as well as prove germane in continued debate over TBTF.
