In advance of tomorrow’s mark-up, Sen. Brown has laid out a series of amendments he wants to limit the role big banks could play in the new mortgage-finance system. His approach would just take them off the field and set such high capital standards for any eligible guarantors still standing as to force mortgage securitization only through FHA and a very small class of specialty guarantors for whatever paper they think the secondary market might buy.
