The weekend compromise payroll-tax offset is a parallel increase in GSE g-fees and the FHA premium. Although the payroll-tax holiday lasts just until February in the Senate bill, the mortgage-fee increases are essentially permanent. This ameliorates the adverse GSE impact from the initial House proposal for just a g-fee hike, but the Senate bill’s fate is now endangered by larger controversies over the bill as a whole.
