Freddie’s year-end earnings include a cri de coeur on compensation, with the GSE indicating that it is now so crippled by compensation constraints and other uncertainties that it will start to outsource key functions. This, combined with the other strategic initiatives in Friday’s FHFA strategic “scorecard” put still more pressure on Freddie as a going concern despite its relatively strong financial performance in the year-end results.
