Plans to bash banks in the State of the Union by announcing a costly settlement were dashed on Monday, leading the President Tuesday night to launch Plan B: HLTV refis through FHA, paid for by a revamped fee on the nation’s biggest banks. Rushed out, the concept is wholly incomplete but, even so, it will continue the redesign-by-accident process of restructuring U.S. residential finance.
