In this report, we assess another influential paper on GSE reform, this one from a former White House adviser. The recommendation – a new government corporation – didn’t make it into the Administration recommendations. However, because it sidesteps the tricky question of pricing the government’s catastrophic-risk guarantee, we view it as very much still on the table.
