The OCC today issued a statement instructing national banks to discount implicit sovereign support for obligors in the absence of an express legal commitment.  Clearly intended to impose new discipline on exposures to foreign GSIBs, bail-in obligations, and emerging-market entities, the policy nonetheless has implications for the way national banks risk-weight and measure exposures to Fannie, Freddie, and the Home Loan Banks.
