Today marks the third anniversary of the conservatorship in which Fannie Mae and Freddie Mac now languish. The last few days have shown even more clearly the inherent conflict when a federal agency is forced to be both owner and regulator. Here, we take stock of the conservatorship, review what the law does and doesn’t dictate and assess the outlook as the GSEs remain on life support.
