A group of bipartisan Members in the House has introduced legislation to require recognition of certain municipal obligations in the definition of “high-quality liquid assets” (HQLAs) that offset outflow risk in the U.S. liquidity coverage ratio (LCR). The bill would also mandate municipal-obligation eligibility for any other U.S. regulations germane to HQLAs such as the rules soon to come implementing the global net stable funding ratio.
