Reflecting ongoing uncertainty about the effectiveness of Basel’s overall counter-cyclical capital buffer (CCyB), global bank regulators have now created a framework for “sectoral” CCyBs to impose targeted capital standards on asset classes deemed to pose systemic risk.  This is intended to supplement the overall CCyB and other counter-cyclical macroprudential tools (e.g., loan-to-value limits).
