High-Cost Credit Risk Mitigation Capital Requirements
The Basel Committee has proposed a revision to the current treatment of credit risk mitigation (CRM) deserving of reduced risk weights on grounds that some CRM has been structured at hidden costs designed principally to present an unduly rosy picture of bank capital resilience, not to provide meaningful credit-risk protection. The proposed approach imposes so punitive a capital charge on covered instruments as effectively to ban them.
