Earlier this month, the Basel Committee rocked global capital markets with a “fundamental rewrite” of the capital rules governing big-bank trading books. Here, we assess the proposal’s impact on agency debt and MBS, concluding that the whopping hike in trading-book capital Basel contemplates would reduce global appetite for these obligations and, thus, have far-reaching impact on the U.S. secondary mortgage market.
