We are reviewing several major papers on what to do with the GSEs delivered at a conference earlier this month at the Brookings Institution.  We start with an influential one from two FRB economists, Wayne Passmore and Diana Hancock, which builds on earlier papers they crafted to propose a cat-risk guarantee structure.  Treasury’s third reform option is built on this idea, although it is far from an endorsement of it.
