As anticipated, the FDIC yesterday finalized a controversial proposal, issuing a final rule eliminating a problematic disclosure requirement in the 2010 safe-harbor rule.  Given all the pending changes to GSE powers and the QM standard, this seemingly-technical change is likely to increase both private and public placement of non-agency MBS, new CRT structures, and U.S. covered bonds.
