As part of its sweeping plan to rewrite financial-industry regulation, the Obama Administration has proposed creation of an Office of National Insurance (ONI) within the Treasury Department.  ONI’s responsibilities would generally be advisory and focused on systemic risk, but it would gather data from covered insurers and have express authority to preempt state insurance rules found inconsistent with international prudential agreements and to negotiate in this area on behalf of the United States.
