As promised, we here build on our initial analysis of the proposed big-bank regulatory framework with more nuanced conclusions based on a thorough read of both the inter-agency NPR and the FRB’s companion rule for parent holding companies. We reaffirm that residential-mortgage finance could be a winner if these NPRs are finalized as proposed, but refine our analysis to identify the scope of these benefits and which banks would enjoy them.
